WebSwitched to EX, within 5 runs we got 5 drops total. I've not seen any cards drop from the HM's I've been in. I've done a lot of Ex-Primal runs and a card drops every other run for at least one person so EX is the way to go. I did titan EX and got the card on the first kill.
